Malacañang has declared a work and class suspension in several regions, including the National Capital Region and Eastern Visayas, effective November 10, 2025, due to the anticipated severe impact of Super Typhoon “Uwan.” The directive aims to safeguard citizens as the storm approaches.

Manila, Philippines – In light of the forecasted major impacts of Super Typhoon “Uwan,” Malacañang has issued a memorandum circular suspending work in government offices in the National Capital Region, Cordillera Administrative Region, and Regions I, II, III, IV-A, IV-B, V, and VIII on November 10, 2025.
In addition, classes at all levels in Regions VI, VII, and the Negros Island Region are suspended on November 10 and 11, 2025.
The announcement was made today, November 9, 2025, and was signed by Executive Secretary Lucas P. Bersamin by the authority of the President.
The memorandum circular emphasizes that agencies responsible for basic, vital, and health services, preparedness, and response duties must continue to remain operational. Other government agencies in the affected regions may implement alternate work arrangements, subject to applicable laws, rules, and regulations.
The localized cancellation or suspension of classes and/or work in government offices in other regions may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules, and regulations. The suspension of work in private companies and offices is left to the discretion of their respective heads.
This circular takes effect immediately, ensuring the safety and well-being of citizens in the face of the impending super typhoon.
